Despite repeated approval by the House of Representatives, the bill met continuous resistance in the Senate. A group of Republican senators—primarily those retiring at the end of their current terms—joined Democrats in opposing the measure, leaving its future uncertain when regular legislative business resumes on September 15.
Senate Majority Leader John Thune finalized the recess arrangement during an overnight session via an informal procedure known as a "hotline." Under Senate rules, a single objection could have blocked the agreement and forced lawmakers to remain in session, but no member raised an objection on the floor.
"No senator objected to the unanimous consent request, clearing the way for the extended August recess."
Senate Majority Leader John Thune noted as the chamber adjourned until mid-September.
Prior to departing Washington, the Senate narrowly confirmed Todd Blanche as United States Attorney General in a 50-49 vote. Republican Senators Susan Collins of Maine and Lisa Murkowski of Alaska broke party lines to vote against the nomination, citing concerns over potential political influence within the Department of Justice.
Parallel to congressional developments, President Trump secured a major legal victory at the Supreme Court of the United States. The high court granted an emergency stay on a lower court injunction, allowing federal agencies to move forward with key directives from a presidential executive order on mail-in voting across 23 states and the District of Columbia.
The Supreme Court's unsigned opinion permits the Department of Homeland Security, the Department of Justice, and the United States Postal Service to implement enhanced voter roll verification measures while lower-court litigation regarding state election authority continues.
